In the first period, Duuletkerey tried to control individual clans in this country. Dauletkerey was offended that his relative Jangir Khan took away the lands of ordinary Kazakhs and gave fertile river pastures and winter pastures to Russian colonists who were invading our vast steppes. Although he did not directly participate in the uprisings, there is evidence that he supported the Isatay-Makhambet uprising in the mid-19th century. Khan Zhangir, who was educated in Russia and later rose to the rank of general, created conditions in the Horde for children to study the Russian language. Dauletkerey learned Russian and knew how to read and write. He was a scientist from an early age. An excellent dombra player, he learned this skill from a musician named Musirali. There is information that Dauletkerey was familiar with Russian and European music from an early age; he skillfully played the Russian balalaika. He could also play the guitar and mandolin. In 1855, Dauletkerey was among the representatives who took part in the coronation ceremony of Tsar Alexander II. The purpose of including him in the delegation was to gradually learn how to govern the country.
