The city of Ust-Kamenogorsk was founded in 1720 at the confluence of the Irtysh and Ulba rivers as a fortress and trading post called Ust-Kamennaya. The fortress was founded by order of the Russian Emperor Peter the Great, who sent a military expedition led by Major Ivan Vasilyevich. In 1868 the city became the capital of the Semipalatinsk region. During the Soviet period, the city became an important mining and metallurgical center. The extraction of non-ferrous metals remains important, especially uranium, beryllium, tantalum, copper, lead, silver and zinc. It is a center for prefabricated housing construction and the production of reinforced concrete products. The city's post-war industrial history is very closely tied to the Soviet atomic bomb project, so the city remained closed to outsiders. One of the main industrial enterprises, the Ulba Metal Plant (UMZ), which produced and continues to produce uranium products, was kept in complete secrecy.
