The lake is located in the eastern Kazakhstan region, in the Koktau Mountains, Kalbinsky mountain range, Ulagansky district. The lake is part of the Sibinsky Lakes.

The lake is located in a picturesque location among granite cliffs, surrounded by low hills. Lake Tortkara offers recreation centers and places for independent recreation. The lake is 1.6 kilometers long and 1 kilometer wide. It is located at an altitude of 800 meters above sea level.

Near the lake is a mountain 1,160 meters above sea level. A short trek is possible up the mountain. The lake receives its water from groundwater and also from the winter snowmelt. The lake is home to ducks, muskrats, and fish such as carp and pike. The lake is also home to the very rare and endangered lily of the valley.
